it's right in my zip code and i do want an m3 rear bumper but this doesnt look a whole lot different than my stock one except for the diffuser. and it doesnt cost that much. well what should i do?

What do you mean, you want an M3 bumper but this one doesn't look much different from stock? All E36 M3 bumpers look like that. What else do you want when you say you want an M3 bumper?

You might also ask the owner whether he'll be selling his front bumper.

I heard that the rear m3 bumpers are slightly lower to the ground, so a tiny bit longer.

Well you may be the lucky only bidder and get it for low buckaroos. but also look around and compare. I tried to get some OEM M3 mats and they ended up costing $150 to the unlucky fool bidder. Now that is ridiculous!!!

Isnt that your color though? Unless its more then "blemished" get it, cuz your not gonna find another one at that price and that is already your color.
