Rust on brake rotors

hey guys, can anybody please tell why my new brake rotors get covered with rust everytime water gets on them. I think it's the brake pads doing it but i'm not too sure so if any of you have an idea, please let me know, thanks.

oh ok, I thought it was the pads that made more dust than usual, thanks a lot for the answers guys, really appreciate it.
