running cold, moisture inside

i have a 1998 328is

the car never reaches temp(stays at just over a quarter) unless idleing for long time. it then returns to running cold once i start driving. the coolant level sensor was on so i added coolant. after adding coolant i had freezing inside the windows and the coolant level dropped to the same point. i thought heater core, but why would the level only drop to the same point and no further.

even after topping off coolant the car still ran cold. also i did not have moisure problems until after topping off hte coolant, even though temps were just as cold before i did it. wanted to know if there could be another problem before taking the dash apart to replace the heater core.
