you need to get plastic paint, available at your local hardware store, how do you prepare it, depends on the paint. So i guess just read the instruction on the paint you would buy

If you want to paint it, you need to wet-sand out any impurities and wipe liberal amounts of prep-sol solvent on all the plastic to be painted. As for paint you want to get the plastic bumper paint. As for color i cant help you there
thanks for the help and i am painting it red to match the car however i think the car may have been repainted because the side skirts and bumper are the same color as the car and i do not believe that come like that stock on a 92 325i 4door am i correct?
thanks
