Oil in throttle body

I took my Air intake tube off just looking around and I noticed oil in the throttle body. Not build up but in liquid form. I have a problem with smoke on start up so I was thinking valve stem seals but I noticed the oil so I'm pointing the finger at that until I figure out how the oil is getting in there. Could it possibly be the PCV valve? Any help would be great. Thanks

I would go for the PCV valve,as they go guarenteed.
