Oil Change Light/Colors on Cluster When Starting Car

Whenever you start up the car, a band of colors shows up where the odometer is for a few seconds. I've tried googling about this but the only thing I could find is that it has to do with the oil and the only way to reset is is to use a specific electronic device (why?).

Can anyone explain how the system works and what the different lights mean? I will be changing the oil in my car in a few days and also need to know what tool is needed to reset the lights.

It's just telling you that it's due for a change since the last time it was reset. It calculates starts and short runs and such to determine when it should be changed.
