yes On board diognostics was on all e36 cars, 96+ have obd11, the rest are obd1 (correct me if i'm wrong)

I have a '94, the OBD should be directly uncer the steering wheel, right?

yes 96+ is OBDII. and it should be under the steering wheel or to the bottem left...check you owners manual too B)

Nope, 94's are OBDI. The contacts are on the left side of the engine (as you face the car) in a round black fitting wit a jar type lid.

is that the 20 pin connector that you short out pins 7 and 19 to reset the oil service light?

Yes, the round 20 pin connector is the diagnostic connector, pin 7 is the service interval, pin 19 is ground. Further information on OBD1 diagnostics is available here Pelican Technical Article: Reading BMW Fuel Injection Fault Codes . If you want more let me know.
