JUmping RPM's as i slow

When i am slowing down like any where between 10 mph and full stop but not at full stop the rpms jump between 600-1000 but only when clutch is in or in nuetral. any idea what it is?

ooh ooh! i know this! i think...blind shot...im thinking dirty ICV? i know i wasnt much help. someone will chime in and either verify this or correct me...pretty sure its a dirty ICV...
