idle is messed up....not the ICV valve

When i am coming to a stop and i am in neutral or the clutch is depressed and the car returns to idle while i am still braking the idle jumps from like 400-900 until i let go of the brake and then i returns to regular idle. I cleaned the ICV valve but that didn't really change anything. Is there any other thing it could be. Thanks

tomctx is an unknown quantity at this point
Vacuum leak? stepping on the brake draws vacuum from the engine, right? Just a guess.

how do you check for vacum leak?

spray carb clean, brake clean, anything ignitable into the engine bay (focusing on the vacuum lines) and see if the idle increases (if the idle increases it means the combustible spray is finding its way into the combustion chamber) Quickest and cheapest way to find vacuum leaks.
