uclabruins1996 is an unknown quantity at this point
The bulb on the passenger side is blinking/flashing (and underpower compare to the driver side) when I turn the light switch on. After it blinks for 3 seconds, it turns off.
I removed the bulb and installed it on the driver side. It works perfectly, so I can rule out the bulb.

What could cause the HID unit to not operate properly?

sounds like an igniter problem. Call the stroe you bought it from.

1. Insufficeint power.

Check with volt meter to confirm 12V.
Check all connections are secure.

2. Bad ballast or igniter.

Consult store.
