How Come when I put all the switches on the heater pannel to cold (both switches are to 18 degreed, and the one above the cd to cold ), when I turn the blower on it sends cold air thru the front but when I go back and put it on front windshield defrost it blows hot air?

Can this be fix. What is wrong?
