angel eyes only cost 200 if you dont already have an ellipsoid housing. For 600 you can have both.

check your ass, you may have that 200-300 sitting around in there
 (j/k)
angel eyes have come down in price considerably since their debut a few years back.
they are almost the same price as OEM ellipsoid headlights.

Hmm, I also have that problem, not sure if you're able to just take the headlight lenses off and clean the inside of them. In my opinion, it's common on older E36's, many old ones listed on eBay have some kind of condensation in the headlights.
Btw, do angel eyes include the new headlight and lens?

97- HID is an option for the ellipsoid, but not required for angel eyes.
318- angel eyes are separate from the new housing, unless purchased as a package

over here in the UK even the new cars have it, no mater how well you make them water proof it still gets in, the only real cure is move to Africa where its warmer so you dont get condensation.

Yes. 550 is expensive. That is why I was surprised when you said 200.

I got em at
www.bavauto.com
I would buy the 2 dual element bright white lights for them, otherwise you're stuck with the crappy stock amber/hazy white ones.
