Could I change just the bulb so that it is the super bright cool neato halogen white light, or do I have to change the entire light cavity thing. I just got my car and there are other things i would rather spend my money on then lights, but if i could just buy bulbs for a few bucks and personalize, that would be nice.

you can, but most don't do very much. A lot actually decrease your range.

If you buy them, get Silverstars.

Now, if you want the super cool neato white lights, then you don't want halogen, you want HID, and that will cost you a good $400 easy.

Swapping the NA spec to ellipsoids helps more too. They start around $250.

By range you mean how far I can see, yes?

yes. A majority of the "hyperwhite" bulbs you see are coated, and actually block lumens, making them produce less useable light than a standard halogen.
