anyone know of a good quality cold air intake and a performance chip for under 400 dollars

Most of our cars already have a CAI system (just follow the tubving from throtttle body to the filter and then to where air is inducted and in most caes it comes from the grill area). Many of the aftermarke CAI systems add a K&N filter to new tubing and then the filter assembly rests in the engine compartment to ingest HOT air and that is not what you want, you want cold air for power. Based on your OBD I think you will require a reflashed computer and BAVAUTO and BMP both offer reflashing systems for late versions of OBD. Early MOTRONIC systems had the ability to replace the computer chip with a new chip (My 1988 750 is an example where I could add two chips for the engine and one for the transmission).

obd 2 requires flashing, obd 1 just needs chipped

if you are chipping, i recommend you go with TMS if at all possible
