Fuel Gauge Now Really Annoyin Me

I HAVE CHANGED BOTH FUEL SENDERS FROM BACK SEAT (325I COUPE93) CHECKED ALL FUSES ONLY THING I CAN THINK OF NOW IS CHANGING CLUSTER IS THIS MY LAST OPTION TRIED ALL CHECKS THAT PEOPLE HAVE POSTED

According to my Bentley service manual, there only two screws holding it in, as shown in the picture below.....the 2 tabs protruding from the top of the instrument cluster......but, in the service manual it instructs you to remove the negative battery cable, then the airbag unit from the steering wheel, then the steering wheel.....with the front wheels pointed straight ahead.....
I just looked in my car & there is not a whole lot of room between the dash & steering wheel, so it looks like you might have to remove the steering wheel.

The cluster/binnacle does come out without removing the steering wheel,
