European 1995 328i E36 Obd-ii Connector Location

Hi,
I cannot find the OBD-II connector on my 1995 328i e36. It should be under the steering wheel, with a cover but...
1995 too old to have obd-ii?
Should I look for it in another place?

My 95' is OBD I, but not European. Or a 328. Come to think of it, a European car wouldn't be either, would it? Thought that was a U.S. thing.
