I have a 1995 325i Convertable, When I start the car, about 30% of the time the emergency flashers come on. This does not happen at any other tme, and by hitting the flasher button twice it stops. Switch looks OK.
This may be a stupid question but are you accidentally hitting the switch with your hand when you start the car or turn off the car sometimes?
I drove my dads M3 and since there was no armrest in the center, my hand hit the hazards while resting in next to the gear shift. It took me like 3 times to realize that I had done this.
It could be a short or something too, but I don't really know anything about that.

Don't you have the "hazard flasher impact facility" as standard on your vehicles over there in the US?
Certainly here in Europe, my 318ti will flash its hazards if you have an impact accident automatically, I assume you have the same and the system is buggered up slightly, you may have to have it read at a main stealer to see where the problem lies, and maybe have the system reset.
that sounds like it might be the problem to me drs1053. has the car been in a wreckor damaged pretty bad anywhere? it maybe that one of the sensors is telling the car that it is damaged by accident. You'd have to ask someone else how to confirm this but it sounds like a definit possiblity to me.
I have the same problem with my '94 325i. I believe it's failing relay. I have seen it called different things, though. Some people have referred to it as the "Safety Relay" while others have called it the "Security Relay". My problems didn’t begin occurring until after I installed an aftermarket keyless entry system. Hope this helps you.
