Question electronic air sensor chip

Hi,
Does anyone know or have used one of these:

http://cgi.ebay.co.uk/25BHP-MOD-Any-...QQcmdZViewItem

Its meant to go between your ecu and the air temperature sensor. Claims to give 10-15hp?? for 6.99???
Somethings wrong here!
