E-brake gave way

I pulled into a gas station and pulled the ebrake. After filling up I droped it and drove off. Now while driving on the freeway I felt 4 tugs. 2 were distinctly hard and the other 2 were miniscule. I pushed the e-brake back down to make sure it was down and it was. After geting to my friends house, I tried to park on a hill. I pulled the ebrake and it went way higher than normal with no tension whatsoever. The ebrake didnt hold me and i started to roll :

what kind of money/time would it take to fix the e-brake and how can i tell if the cable snapped or if it just disconnected from the wheels or handle?
Im around 700 miles from where I normally live cus im visiting my friend.

itll probably still hold if you pull it WAYYYYYYYYY up high. it's the rubber band shudnt be difficult or expensive to fix.

could it have come out of adjustment somehow? and just needs to be readjusted? i doubt that the cable snapped/disconnected. could have just gotten out of adjustment, but theres usually a reason this happens.

where is the rubber band located? at the handle or by the calipers?
