Depo ZKW Headlights...need HELP!!!

I bought a pair of Depo headlights ZKW, The angel eyes do not have a ballast for connection, I am wondering if one is really required or can I just hook them up to a 12V source. and when i tried to install the headlights, all I was getting were the high beams, the low beams were not functioning at all. I know the harness and PnP is correct. Anyone have problems with depos before?
