convertible issue locks

I have I 1996 328ci, I had issues with the driver window and replaced the motor. Everything was working great. Month later got a check engine light and I took it in to get looked at. The guy was kind to reset it stating it was a sec smog pump. Anyways my number 7 fuse keeps blowing now. Locks are not working or power top button. I replaced the fuse and everything seem fine. Then it blew again. Now once I put the fuse it it blows. All other fuse related to central locking and top are good. I get 12v on both sides of the fuse pins in the fuse box. One side should be 12v the other should be nothing? (correct). I disconnect the central locking module and still the fuse blows. I check the back wiring in the trunk. all looks good. It is a pain to trouble shoot being that the fuse is for top/locking/rollover/infared. Is there a way to figure out where the feed back is coming? Is a relay somewhere that can be suck open? How is 12v been supplied if I discoonect the control box behind the glove box. I don't care about the locking but I would like to use my power top.

If the fuse is blowing when you put it in you have a short somewhere that needs to be addressed.
