a/c fan speed issue

I'm helping a friend diagnose a problem with his '96 M3 climate control. The car has the electronic panel, not the knobs.

The problem is that the fan speed responds to the fan speed 'increase speed' button only to about half speed. After that, if you keep hitting the arrow button to increase the fan speed to max, the little "graph" on the panel responds to the arrow button by showing increasing fan speed, but the fan continues to run at the same (about half) speed.

The panel and buttons work perfectly otherwise. Has anyone else had this problem? Any suggestions?

Generally, the the climate control will alter it's own speed to regulate the inside temps... If you need Ice-cold and it is not delivering then it might need recharging...
