Blowing fuse 25 and 37

A week ago I parked my car because The fuse number 25 and 37 kept blowing , causing me to be without tail lights , dash lights and headlights. Ive read a bunch of threads stating that the wires in the trunk was most likely the root of my issue. After going into the trunk and fixing this problem , fuse 37 is still blowing .

Im at a loss. I put the fuse in and as soon as i turn my lights on the fuse blows. Lights come on for a split second then the fuse pops.

Anyone know some specific places places I should be looking for a short?
