98 328ic Horn not working

Hello everyone, hopefully someone can give a suggestion. I have a 98 328ic and the Horn has stopped horking. I can hear the solinoid on the fuse box click when I press the horn, but no sound. All the fuses appear to be in good and I am not certain what fuse if for the horn. My car is missing the fuse box cover.

Okay, after further investigation I found out that I over looked a fuse that was blown. After replacing it the Horn worked fine, for a Day then it blew the fuse again. So now I gather I will have to trace the wiring from the Horn to the fuse box and see where the short is. I wouldn't think the short would be between the Steering wheel and the fuse block because when I press the horn I can hear the relay on the fuse block click. Does that sound correct, that the short would be between the fuse block and the Horn?

disconnect horn. then push horn at steering.

do you still hear the relay click? if yes, and fuse did not blow. then that side of the circuit is OK.

next step. reconnect horn. try again. fuse blown this time? if yes, then it is most likely the horn, the wiring or the relay itself.
