They should. There are alot of things you can do to mod your car. Just keep in mind that it is never going to be real fast. Give it a bit more pep, yes. Make it fast so that you can beat other cars.....not likely.
most common mods for performance
chip/shark
Cold Air Intake
Underdrive Pulley system
cams
m50 manifold
Exhaust
Tires and wheels
Look around here and you will find alot of information on those. I have a 325 so exact numbers, I don't know.
if you want cheapest is higher Octane....the 318iC has poorer performance than any other E36 318i cars because it (the convertable) is considerably heavier than the others, so the engine is working harder anyway. I have a 318i sedan and I've noticed that the 4 cyl. come alive with 93, 94 or 95 octane gasoline. You'll get alittle more ump...and zippier acceleration within the 0 to 40 range.
At the complete opposite end of the spectrum for 318i mods and the most expensive and only mod you'll ever need on its own is the Atlanta Downing Supercharger (google it or search our DIY/fact section here)
It add ALOT of freaking horsepower and literally turns any 318 E36 car into an M3...in terms of performance....
I don't know much about the supercharger...other than it works, its expensive and it turns your car into a BMW frankenstien, I believe the only and biggest negative to supercharging your 318 is the lifespan of your vehicle will shorten tremendously...I mean you'll be over working your car and alll its parts double what it was really made for so what can you expect....
well in between the 93+ octane and the supercharger you'll get a nice range of mods like you listed but speed mods for 318 cars don't really have an impact as much as it would on a 6 cyl 325 or 328....
IMO forget all the chips and dips mediocre mods and go right for the supercharger if speed is your most important thing...

J and Delmarco have covered most everything. Except, I would like to see how the M50 manifold would adapt to a 4 cylinder engine.

Downing Atlanta Supercharger all the way
you have 200+ horsepower and about 200 lbs of TQ so you will be atleast as fast as 325i
thats going to be my first mod after wheels at the end of the summer!

Yeah yeah, I am stupid. I just started thinking of peoples common mods, not thinking about a 318.
