Throttle return with AC on

I have an 89 325i. I find the throttle doesn't return at times when the AC is on. When I go to shift the rpms stay at 2500 rpm, if I turn off the ac the idle returns to normal and the throttle behaves. Any ideas what is going on?:

Is the idle high when the AC is on? Is so there is probably a mechanism that bumps the idle level when the AC is on to stop the engine from stalling at idle. As a guess I'd say that setting is too high, or at least causing something to stick.

Checked if something mechanical was rubbing and nothing there. The rpm diffed up to about 2000 without touching the gas.

check the ICV, if it is sticking or has an overactive sense of purpose, you will get idle and return to idle issues
