My Power Steering makes a horrible noise when i turn the steering wheel alittle to the left or right. It will still turn, its just obnoxious. And the power steering fluid has some bubbles in it. I recently removed the steering rack and put it back in and filled it up. So i guess I did something wrong.

Sounds like there is air in the system. Let the car sit for a while then with the car off, jack up the front tires and turn the steering wheel lock to lock a couple times then check the fluid level. Once the fluild level stablaizes let the front end back down and start the car. With the car idling check the fluild level and top off to the proper level if needed.
