Parking Brake Woes

My 1990 325i's parking brake doesn't work. The car is an automatic so this isn't really a problem, but I like to have everything in my car work, so I'm wondering if anyone has had this problem, or knows of a good solution:

While changing the rear brake pads I got my friend to pull the parking brake and the line tensed up, but the brakes themselves didn't move at all. Does anyone have any suggestions? Should I pull the whole parking brake system apart and put it back together from scratch? Somehow that seems like the most logical albeit time consuming option.

There may be a simple solution to this problem. If the cable tensed up, and nothing moved, you may have a siezing problem inside the line. have you tried adjusting the line at the mount point to make it shorter? Could be something as simple as you have too much slack in the cable. It can happen.
