Need some help and opinions?

Well I have two problems and I need to know what would be the best way to take care of them. First is a rust spot where its eaten through under the bumper. Do I need a new bumper or can this be reapaired?

Next is the clear coat is coming up on the roof..what is the best way to take care of this. I scrubed away with rubing compound already. That made it a little better but I think I'm gonna take to it with electric buffer next. Wet sand it maybe? is that difficult?

This really isn't a problem but I got the bra off ebay today. It doesn't fit! I got it cheap and hoped to get lucky. I do like the way it looks though so I guess I'll be getting on calgon to get the right one.
