Exclamation need help with inspection light problem

I'm working on my friends 1985 325e.
the inspection light is on and will not pass emissions testing with it on.
I tried jumping pin 1 and 7 the light did not go off so I pulled the IS board
to change the battery.
to my surprise the IS board has been changed to a non battery type.
its made by Programa inc. I'm thinking it may have bad capacitors?
what else could be causing the light to come on?

Whats the inspection/service light got to do with emissions or do you mean the triangle with the " ! " in the middle

The inspection light has nothing to do with the emissions. If the car isn't passing, it's because something else needs work, not because the light needs to be shut off.

you absolutely correct inspection light has to do with the emissions.
I wish that you guys worked for DEQ here in Oregon.
they seem to think it is connected to the check engine light somehow.
I tried to tell the guy the last time that I was there for an inspection and that he needed to reset the light.
that didn't go over well.
