Not much help but on my 87 325is
I had to resolder/shrink wrap the wires to the two horns under the front end. (they were previously cut)
replace fuse.
remove center cap with screw driver clean up wiring.
cleaned up all the wires in column, with electrical parts cleaner. This fixed my tun signal problem. I think the relays are under there.
Have to remove all the covers to get at it all,but goes back together pretty easy.
Nice to get all the old years of dust coffee dirt grime etc out.
shop fixed one sticky button with new spring ring thingy
I'm pretty sure its an M wheel to,like yours?
Once you find the wire colors,compare to the wiring diagrams in bently/haynes and look for those colored wires in the spagetti bowl of wires under the dash to see if someone spliced into them,also.
If you only had one horn working then the other one went out that could be it too.
run apair of wires from the battery or in our case the junction on the passenger side where those wanna be i and e cars put thier batteries LOL, to the horns to test them maybe. careful removing the connectors they get dirty oxydized and brittle,I sprayed mine down first before removing, electricalparts cleaner then wd40 .

Oh yeh I sprayed the contact cleaner behind the 3switches on the wheel too. and then some WD40 after.
This method resurected both frozen electric mirrors and thie switches too.LOL
