Headlights not working.

So I pull the lever back to turn the headlights on and all the parking lights/rear lights/tag lights come on but the headlights/fog lights do not come on.

I tried to turn the fog lights off and still no headlights. I checked all the fuses related to the headlights (1,2,13,14) and they are all fine.

BUT, if I have the lever pulled out for the headlights to be on the and I flash the brights all four headlights come on. If the headlights lever is pushed in and I flash the brights only the high beams come on (which is normal, i think).

Any ideas?
Thanks,
Jeff
PS This is on my 1990 Problematic 325i

Not sure, but the headlight will not light with the light switch pulled out if the key is turned off. This is to save the battery if the lights are on in the day (like in rain) and then the engine is stopped to park.
