Thanks for all of the responses. Before I jumped in with my multi meter I did the most scientific test known to man, with ignition on and no low beams I took the handle of a large screwdriver and tapped the low beam relay, Voila, the lights illuminated. So, $11.00 and a new relay and we are night motoring again.
Some of you told me I had a bad relay, what you forgot to tell me which one and how to scientifically test for that condition, I had to figure that one out by myself.
