engine idle speed in the morning goes to

my engine most of the time when i start it for the first time in the morning jumps to 2000rpm and instanlty goes to 1000rpm for a minute or two and then goes to normal like 650.is that normal,is the engine just warming itself up.because it does it also when it is hot sometimes.could idle speed control valve or module need replacing.
