86 325es oscillation problems

I need desperate help. I have a 86 325es and it likes to oscillate at 1200 rpm's. If I hold my foot on the gas the engine oscillates from 2500 rpm's to 1000 rpm's. If I drive it the engine will not let me drive it over 12-1500 rpm's. If I let the engine warm up for a little bit than shut it off. Start it right back up again than I can drive normal for about 10 seconds than the problem re appears.

Things replaced
-intake manifold gasket
-air flow meter/sensor
-ecu
-both fuel pumps
-idle control relay
-o2 sensor
-pulled all my fuel lines off and blew air through them to clean them
-fuel filter
-checked all relay's ( I think)
-swapped speed sensor and reference sensor
-Mr. Bentley won't give me any ideas either.
