Bret----- I had no power to the switch either. I had what appeared to be the proper relays for the low beam and fog light circuits that sit adjacent to each other in the fuse box and swapped them out in a variety of ways, but nothing brought current to fuses 29 and 30 for the fog lights. As you can tell, Im no mechanic but sometimes dumb luck will suffice. The instrument panel is out of a junker and my gauges work except the odometer. I guess the fog lamps are the least of my worries because i have no back window, it is cold, and the upholstry guy said the top would have to be removed for a non-zippered window and it would cost $500. Gorilla tape and a semi-transparent floor runner lasted about one week.
That will help you trace the circuit from the battery forward. With my son's 90 vert, I had to buy/install the fog light relay, replace both lamps, and ensure both fog light connectors in the engine compartment were making good electrical contact. It's been a consistent performer since.
