Well I just got my 98 M3 sedan last Sept. I love it. Its my first BMW. Before this i had a 94 v6 Camaro! Ha! Well anyway I am out of college and working now so i can finally make money and pay for it.
I am almost positive you can make the new M3 rims fit...not sure about 19" wheels though, it might be tight. I originally wanted to do that, but I saw them on an E36 and it looked weird. The original rims fit the car nicely.
Yeah you can switch the steering wheel from what i understand. It will cost you about $300 bucks though. I saw a 3-spoke one from a 99 M3 on eBay, had the m badge on it...$350.
When i bought my car it had 62K. I paid $21K. It has extras though, like Dinan CAI...AC schnitzer spoiler... Also it is like brand new. Interior is perfect. Silver on black by the way.
Dont know about racing times...i dont do that. I just burn a Honda or two every now and then when they think they are cool.
