Steering Wheel vibrates

when i drive at slow speeds, the steering wheel will tend to shake/vibrate upto 50 mph. I have new tires.

Check the wheel balancing, maybe a weight fell off.

I just had new tires placed on all 4. It doesn't vibrate or shake at high speeds. I am thinking of steering linkage or something in that nature.

I would say its a balance problem too or it would do it at various speeds, but worth getting it up in the air and checking all the suspension components for wear, it may even be a sticking caliper, does it pull to one side when braking with your hands off the wheel??
