Without actually seeing the car, and running the VIN its really hard to say if it is or not. We could all say yes, but then it could turn out to be a lemon. Pictures or a link to the car would help.
I quite like the 7 Series, but 2003 is the start of the new model range (E65). Usually the first year of a new model has a few issues. Just something to keep in mind. The 7 Series is less common then a 3 series so parts can be harder to find, but on a 2003 this shouldn't be an issue. However any electrical failure will probably be a kinda expensive.
