95 740i Fog Light problem

My right fog light always stays on even when I turn the car off.
I had to disconnect the plug to prevent it from draining the battery.
The left one works as it should with the interior switch.
Can someone help me diagnose this.

Also, when I removed the left foglight, I found a wired plug with a 2" long 1/8" thick needle on it laying down on the bottom loose.
Is the thermocouple for the outdoor temperature guage and is it supposed to lay down loose.

The needle thingy is indeed the outside temp sensor, there should be a clip for this, unless its broken off, as for the light, trace the wires as far back as possible there must be a short somewhere, also clean up the bulb holder, you could try a new ground off the bulb holder to see if its the ground thats the problem.

After studying the circuit with my electrical engineer brother in law-- we figure it could also be a fused relay. Will test the circuits next weekend.
If its the relay, I will take it apart and fix it.
Kind of used to doing this sort of thing on my Volvo 740T.
