740il Idlling high

My dad has a 1996 740il thats been having all sorts of problems lately like for instance when you start it up it seems like the engine gets stuck turning over. But on wednesday he was moving out onto the street and when he put it into park the engine was idling around 2000-1500 rpms and the engine sounds horrible and the fan sounds like its overworking it self. Today I turned it on and it was iddling aroudn 1000-1200 rpms and it didnt sound as rough as it did on wednesday and when I took it around the block it seemed as if the car was still trying to accelerate while I was breaking. does anyone have an Idea as to what might be wrong with it and if so could I fix it myself.

Well I figured out what the problem was we went and took the that panel thing off the engine and what ever controls the acceleration the wires two black pieces were broken off and I had to push the back onto the wires and the car started idling lower not sure if anyone can make sense of this but when you step on the gas or push the accelerator thing on the engine any one know what its called. oh god I need to know the basics of this stuff >_> I sound stupid.
