I'm new to the forum and I'm looking to buy a 1998-2001 740i or il, but I have been hearing a lot about the transmission going out and having problems. Is this issue really that common?

If they haven't had fluid replacements by about 75K miles, yes, these transmissions are known to die. If they've been serviced properly, then no, they'll last forever.
If you have a ZF factory around where you live(they are dotted around the planet),even if it dies so to speak, they can fix it,as they build them, its often just a marble that rattles about stuck in a channel in the complex brain, had mine done its like new now.Approx in $ 400
Yes, you should be fine anyway, make sure you take it for a test drive, and tell the seller a time you will be coming to view and arrive1/2 hour early so he hasnt got time to warm it up, when on test drive, try the kick down, go in to sports, and manual (if fitted),
and see how she goes.

Yep, all should be fine, before test drive let it sit for 10 minutes so the box oil has time to warm up a bit,also if it hasent had a box service, fluid and filter ,get one done as soon as.
